By the way, it's obvious that pirate reputation is meaningless as a guide for players to evaluate whether or not it's worthwhile to pay the ransom. There isn't enough communication among players, even in corps, for reputation to spread effectively...

The Apollo II had a Saturn rocket under it. It's logic internal to the game. If it helps, imagine that impulse speed is limited by the size of the full available in such small ships.

Part of the fun of being a pirate is the raw PvP aspect of it. But it seems like pirates don't fight the toughest opponents--each other. Or am I mistaken, and have epic pirate wars been fought for control of carebear rich systems?

It depends, partly, on whether you're in a corp and the 0.4 space you're considering is 'friendly' or not, meaning whether or not it'll have people you know and trust in it (like corpmates), or if it's full of pirates or warring corps. Friendly 0....
